Get it completely wet, stretch to size and allow to dry while laying flat on a towel.

No, not unless it is worn by someone bigger to stretch it out….. Then it will shrink again your next wash…. let it air dry and iron it is about the only thing i know you can do to get it a little bigger… So Sorry

Try to yank it, get someone on one end to stretch it, while you strech other side.

might be too late, but if you make it wet again, then stretch it into shape and dry it flat you may be lucky.
