You can’t because t-shirts are typically made of cotton (which have no stretch), and tube tops have a blend with spandex (which add stretch and keep the top in place). Since you can’t add spandex to an existing fabric, you’ll need to either purchase a different fabric at a fabric store or buy a tube top.

My friend and I are taking a logo design job. It’s for a t-shirt company and the logo is going to be on the back of the t-shirt. We are meeting with the owner this evening.
How do we price ourselves? What’s the going rate?
Well, it depends really. The customer could go to a site like crowdspring and get a Tshirt designed for $300-$400 probably. Hope that helps.
